In April 1995, Dresser-Rand acquired an interest in Paragon Engineering Services, Inc., with headquarters in Houston, to provide engineering and related services to the oil and gas industry.

The new DATUM centrifugal compressor multistage test vehicle begins testing in Olean in May, 1995. In the same month the sale of first DATUM compressor for installation in Korea is completed.

In 1995, the Dresser-Rand Wellsville operation wins the Governor's Excelsior Award, New York State's highest honor for quality excellence. Modeled after the Malcolm Baldrige National Quality Award, the Governor's Excelsior Award establishes a common standard of excellence which organizations can measure their progress on the quality journey. The Excelsior Program has gained a reputation as the most innovative and progressive state quality award program in the nation.

In 1995, a gas seal business unit is created in Le Havre, France. The seal is designed to match the company’s DATUM centrifugal compressor.

Design is completed for the new D-R power turbine called the VECTRA in June 1995.

In September of 1995 Dresser-Rand formally introduces the DATUM centrifugal compressor at 24th Turbomachinery Symposium in Houston, Texas. The product line features higher efficiencies and easier maintainability and serviceability. Over the next two and a half years the company would book twice as many DATUM compressors as it had predicted at the outset of the program. This is one of the the first true Dresser-Rand products.

In December, 1995 D-R successfully completes a full load, full pressure test for compressors for an Uzbekistan installation.  These are the first units sold to a former Soviet state. By selecting Dresser-Rand turbomachinery for the Uzbekneftegas Kokdumalek gas injection facility, production from that facility will allow Uzbekistan to reduce its dependency on imported oil products, improve the country's balance of trade and increase condensate production. That increased production will allow Uzbekistan to sell the condensate on the open market for hard currency.

In June of 1996, Dresser-Rand formally announces the VECTRA® power turbine to the industry at the ASME Turbo Expo in the United Kingdom. The first sale of the new unit would come months later when Transco BG would place an order for five units for installation at three gas pipeline sites in the United Kingdom.

In October 1997, the company completed a change-out of its VECTRA® power turbine in its test facility in less than 24 hours. Typically, a power turbine change-out might require up to six days from shut down to start up including realignment.

In May 1998, Dresser-Rand Olean celebrates the sale of the 100th DATUM compressor to the Abu Dhabi Marine Operating Company for oil and gas production at the Zakum Field Offshore in the Abu Dhabi sector of the United Arab Emirates. Overall, the company will supply four high pressure DATUM compressors. To date, about 20% of the DATUM compressors ordered have been for high pressure applications, a key market segment for the company.

In 1998 Dresser-Rand introduced a syn-gas steam turbine, which operates at high speeds and powers while providing the extraction steam at the range of pressures characteristic of these processes.

In September 1998, Dresser-Rand parent company Dresser Industries of Dallas completes a merger with Halliburton Company, also of Dallas. The new entity, Halliburton Company, combines the strengths and strategic directions of both companies and expands Halliburton's position as the world's leading energy services and engineering and construction company, with new energy equipment capabilities. Together, Halliburton and Dresser provide the broadest array of energy equipment and services for the discovery, recovery, processing and transportation of oil and gas. With over 100,000 employees worldwide, the company's combined capabilities in oilfield services cover everything from reservoir evaluation to well construction to production enhancement. Ingersoll-Rand continues its role in the Dresser-Rand partnership.

Dresser-Rand and Kvaerner Process Systems announce the formation of Multiphase Power and Processing Technologies LLC, to develop and market proprietary expanders and other equipment to separate gas and liquids and to generate power from previously wasted energy during oil production. The equipment will enable oil and gas producers to reduce the size of the production platforms and subsea modules, and to generate power needed for production with no greenhouse emissions. The equipment is based on Biphase turbine technology, acquired from Douglas Energy Company,of Placentia, California.

In 1999, Dresser-Rand announced the reconfiguration of its organization in order to bring energy conversion solutions, products and services closer to its clients.
